Percentage of Income Payment Program (PIPP)
PIPP helps Appalachian Power Company (Apco/AEP) customers with household income less than 150% of the federal poverty guidelines to maintain their Appalachian Power Company electric service by making payments based on their household income instead of their utility bill amount.
PIPP makes monthly payments more affordable on a year-round basis.
A PIPP participant’s monthly electric service payment is the greater of:
» 10% of gross monthly household income when the household has electricity as their primary heat source or
» 6% of gross monthly household income when the household does not have electricity as their primary heat source.
Each time a customer makes the required PIPP monthly installment on time and in full, the customer:
» Avoids new utility debt and
» Reduces old utility debt.
Appalachian Power Company Customer Service staff can discuss your account and any existing payment plans to help you determine if you should apply for PIPP.
You may apply for PIPP by:
» Completing an online application at commonhelp.virginia.gov/access.
» Submitting a paper application to your local department of social services.
Steps For Application
1. Click Get Started.
2. Click Apply for All Benefit Programs.
3. Click New to CommonHelp? Click here to create an account.
4. Fill out fields to create an account and click Submit.
5. Log in.
6. Click Start New Application.
